Spektrum works with governments in two ways:
Proactively — by integrating Development by Consent© (DbC) into basin or advanced exploration through shared planning ahead of and during approvals, enabling clearer, more durable development and investment pathways with reduced non-technical risk; and
Reactively — by resolving stalled or frozen assets, determining whether legitimate recovery is possible, or enabling responsible pause, redesign, or closure.
Both approaches protect long-term national investment credibility.
Development by Consent© (DbC) Labs
DbC Labs are established with local stakeholders to translate the process into a project plan that is relevant to the place.
They:
identify stakeholders that will need to be involved
participative approaches the stakeholders want to apply at each stage
governance and reporting mechanisms
clear proceed / redesign / stop outcomes.
When DbC Labs are complete a project plan is actionable.
Where assets are already stalled
For stalled or frozen projects, Spektrum works with governments to:
diagnose why approvals did not lead to delivery
assess whether recovery is feasible
reconnect assets to credible developers, financiers, or Multi-lateral Development Banks, or
close assets transparently to remove ongoing exposure.
This demonstrates institutional capacity to resolve failure rather than accumulate it and delivers:
greater clarity on which projects should proceed and which should not
reduced litigation and escalation
lower long-term sovereign risk
improved investor confidence
stronger national reputation for delivery.
Bottom line
